Case Study: Combustible Cladding Risk Resolved at Warrigal Road, Parkdale

Case Study: Combustible Cladding Risk Resolved at Warrigal Road, Parkdale

Background
In 2021, a Building Notice was issued for a property we manage on Warrigal Road, Parkdale, identifying the presence of combustible cladding. This posed not only a fire safety concern but also had the potential to dramatically increase insurance premiums for all 12 lot owners. A full or partial cladding replacement—had it been enforced—would have resulted in devastating financial consequences, with estimated costs ranging from $368,000 to $795,000.

The Challenge
Most Owners Corporations (OCs) faced with similar notices often aim to minimise the extent of replacement works in hopes of reducing cost exposure. However, such a strategy can still result in substantial expenses, long project timelines, and compromised building value during remediation.

Amity Strata Management approached the issue differently.

Our Strategic Approach

1. Detailed Technical Review
Amity Strata Management reviewed the initial fire engineer reports in detail and identified a possible path toward exemption based on risk-based evidence.

2. Long-Term Commitment
Over four years, from 2021 to 2025, we persisted through evolving regulations, stakeholder concerns, and lengthy review processes. We didn’t take shortcuts—we stayed the course to achieve the best outcome for the owners.

3. Collaborative Engagement
We worked closely with the Owners Corporation Committee, property managers, owners, and tenants to ensure aligned communication and informed decision-making at every step.

4. Expert Testing and Regulatory Navigation
- Submitted a formal application to Cladding Safety Victoria (CSV)
- CSV conducted independent testing and risk analysis
- CSV then recommended to the local council that no cladding replacement was necessary

The Outcome
On 11 April 2025, the council officially cancelled the Building Notice.

- No replacement required
- Up to $795,000 in avoided costs
- Insurance premium stabilised
- Stress and disruption to residents minimised

One couple who are owners were especially ecstatic with this result, as they had put aside funds to cover the repairs—but are instead using the savings to explore the world on a well-deserved holiday.

This outcome delivered a major win for all stakeholders—preserving financial value, building safety, and peace of mind.

Why It Worked
Amity Strata Management’s approach was persistent, proactive, and evidence-led. We didn’t settle for the easiest option or rush to replace materials. Instead, we combined regulatory understanding, expert guidance, and long-term advocacy to secure the optimal result.

Our commitment over four years shows exactly how far we’re willing to go to protect the best interests of the communities we serve.
